I think this is exactly what happened. That doesn't mean the terrorists and the Iranian govt were in cahoots.

There have been extremists in the forests of Oregon, the remote regions of Idaho, and various other locations of the USA for at least 25 years declaring their opposition to various government entities. They don't pose any immediate threat but if a super power a million times more powerful than us was at war with them we might send some National Guard out for the weekend to do a little mop up.

If not for our strong statements, I figure the Iranians would consider them outcasts in hiding that are not worth the trouble of capture and incarceration.
