"niggardly" rather than parsimonious, don't you? In Texas someone would have most likely said "stingy" or "tight". I don't know what is a reasonable and expected word in the east coast. I gather he was trying to sound erudite. My personal 2 cents is that the offended party should have called him on the spot for making the "slur", that would have led to an explanation much sooner and probably a combination of mutual apologies and laughter instead of a political crisis.
