The only thing I have a problem with is his donations to politicians. People who do this are always looking for a taxpayer funded handout.

I don't know about Lay. The timeline seems to be that Skilling resigned, Lay came on board and was immediately informed by Watkins of the accounting problems, and said they should go public with them. He did, and they went bankrupt.
