I would agree that some Presidents could have used consensus building to more of their advantage. However, always relying on consensus show absolutely no leadership.

BTW, I would rate Clinton less than all the Presidents you mentioned. "(e.g Eisenhower on Joe McCarthy, Lyndon Johnson, Nixon, Carter, George Bush senior)"

I am not sure that I would have considered any of the "lesser presidents" lesser presidents. It is hard to find a lesser president than Billie Boy.
