Hmm, I think the Tampa area has the least proportionality, or percentage of actual representation,
in USA, and thus in most of the world, something like 17% compared to the normal PR average of
60-75%.

That is, how many of the eligable voters have somebody representing them, by voting preference, in congress.

But one factor might be that this statistics has not been calculated for many districts, maybe especially
for those with only some 7% voter participation and only one candidate??
