We've been in a bear market since March 2000 - the behavior on the upswing to the top and downswing from the top on that chart look the same to me.

But, if you like just look at the April and September bottoms. In the first move off the highs the same correlation exists but the peaks in bear funds are very small of course. So it's not surprising that this peak is bigger than in the April and Sep bottoms - the peaks get higher as the bear proceeds. But the bear case will have to argue that something is different now than in those two previous temporary bottoms.

But another bear - say from the Oct 87 peak to the 1991 low would be useful.
