The oil of Pemex was put up as collateral in the '95 peso crisis, in exchange for that short-term loan of 50bUS - but only the production sufficient to cover it with interest, no more ... that crisis is not well understood, in its nature and causes or in its solution - the problem was not the size of debt but the fact that so much of it was short term, all coming due just as the new presidente came in ... then the zapatista thing hit the papers and mexicana debt was downgraded [oil was low at the time too] ... anyway all it was was a short term bridge loan, a tide me over to payday thing, and the money never left the US, it just got zapped to accounts of NY banks from whatever branch of US gubmint wired it .... paid back long ago with interest, net cost to US taxpayer zero, advantage to US in refraining this time from stealing more territory on contrived pretence - priceless

Nafta, big can of worms, sorry i have to go out for a bit, later, answer to your question is probably 'yes but there is much more to the story' and that more would reflect both well and poorly on peoples and individuals in all three countries of course, as they are to their immeasurable disadvantage all three populated and controlled by human beings
