Wow thats one of those "wish I had _______", fill in the blank with bought\sold, stories. Unfortunately we all got plenty.

You're right it could affect the market for years. I think the government fears this and will perhaps take some strong actions. Maybe the safe harbor laws will get a little reworking.

<<Actually, it's not. Under Safe Harbor provisions of I think the law passed in 1995>> i have been ranting about this free ticket to corruption for 4 years now:) It was as perfect a license to lie and con and get away with it,legally.
If CEO Joe says in my opinion i see a great next quarter coming up and record earnings and stock shoots up but oops, they miss earnings: no crime! Why,he was,CEO Joe,that is, simply giving his opinion, therefore he can not be touched by the law.
The Safe Harbor Act, is a travesty, as it allows only to sue the company but no members of management! LOL!
The only way to get a case against a management member is find some "smokin' gun" that nails him with premeditated cold blooded fraud; and that's hard to do.

Curious how the Securities Act of 1995 and the Bubble go hand in hand.
