You've been watching too many old James Bond movies where Spectre (Al Qaeda) builds elaborate secret missle installations in the jungle, unknown to any legitimate government. It is an absurdity to try and look at a remote possiblity and pour all your defense there.

It's not the missle that would be the threat, it would be the warhead. Assuming the warhead is not just sailed into a harbor it would be more likely fired from an old tuna boat from a few hundred miles away, much too close for the SDI to react. You are falling for the old bait and switch con from Rumsfeld. He may talk about terrorists, but he's proposing a system that is only effective against very long range missles, and probably only those with a transponder broadcasting on the SDI homing frequency.
