Almost all legislation, other than certain criminal statutes and those that require people to rely upon for long-range planning, should be sunsetted and have to be re-enacted periodically. It only makes sense in a republic where conditions change and where policies often are enacted in a knee-jerk reaction in response to an immediate crisis.
