Dear Dale:

You are not looking at apples and oranges for the L1 L2 combination as L2 has 16 ways (256KB/64 = 4096 = 16 * 256) in each of 256 regions of 16MB each and L1 has 2 ways (64KB/64 = 1024 = 2 * 512) in each of 512 regions of 8MB each. To make it back to L2 regions, 2 regions worth of ways in L1 has to be added, not 1 region's worth. Thus, L2 is effectively (16 + 2(2)) or 20 ways. If you add in the instruction L1 as well, you get 24 ways for L2.
