No, providing a "safety net" does not constitute socialism. But early goals of socialists like Norman Thomas were along the lines of social security legislation, the regulation of work hours, the creation of safety standards, and the encouragement of unions. In other words, much like the New Deal.

Again, I suppose that radical socialism might lead to the destruction you are alleging, but social democratic states like Sweden are not so bad, and socialists certainly do not intend such destruction consciously. Anyway, it is no small difference to dispense with the gulags and revolutions.....
