I am thinking of a much longer time frame than you seem to be contemplating. I think the Chinese cannot realize their territorial aims without either us either backing off or them risking a confrontation of arms.

My point is that a more capable power than al qaida could do much more damage in a domestic first strike than was done on 9/11.
