For example, I was told I could not place both a stop loss and limit order on the same stock at the same time...but I do it all the time!

No idea where you got that from. Not only can you place both orders, you can set them up so that if one is executed the other will cancel using the "one cancels all" (OCA) feature.

One thing you are not supposed to be able to do is to set up both a buy order and a sell order at the same time for one option. Exchange rules prohibit retail customers "acting as Market Makers".
