I don't know if they count all the minutes or just the outgoing minutes over there in euroland. If these numbers are just the outgoing then you should probably multiply them by 2 which is still less than PCS.

I can't say with certainty which way the count is....but the category is listed as "Total Airtime minutes".

It definitely sounds like they are counting total minutes and not just billable minutes.
