First of all, have every candidate sign an agreement that they will abide by the advertising rules of an impartial election board. Before any candidate can put an add on tv, radio or newsprint, it must be submitted to an impartial election board to verify the content of the add. No media outlet can accept the add until it has been approved, and any candidate going outside the board can be forced to pay for his opponents response. Any special interest add can only state their position, and put in print in that add, who the special interest is, or works for. That should stifle the negativity. What is wrong with forcing advertisers to be truthful in their adds. Forcing the advertisers to state only their position, would allow us to decide upon a candidates merits; not force us to decide who's side we hate less.
