Do you think America has a problem with "terrorists",
Yes
Do you need a definition of "terrorist"
Yes
Do you think the people who flew the planes into the WTC were terrorists?
Yes

In spite of your best effort this is still not an easy situation we are in. Do you notice that the military, with the exception of the cheerleader on top, don't use the word terrorist. They talk about things like asymetric force. In the general public each individual tends to have a unique idea of what is a terrorist. Most definitions bantied around here would not distinguish between Bin Laden and an army ranger with a lazer pointer. It's clear that if there is to be a sucessfull conclusion to the hostilities then we are going to need something more than a vague label.

It's not that Bush is wrong to label North Korea as an enemy if in fact defeating North Korea will bring peace, stability, and security to America. What's wrong is sticking labels like evil axis on a country, then implying that it only applies to the leader and only if the people are starving and finally implying that they are less evil than they were before. If North Korea is to be treated to business as usual then what was the reason to highlight them in the state of the union instead of the Philipines where we have troops or Saudi Arabia where the terrorists came from? Bush is taking the situation, which is not simple, and just making it messier.
