This incident is more about terrorism than the military posturing of the soverign state of North Korea. It's also a lot closer to home as the cousins and in laws of the people on both side week refuge in the United States.

Bush needs to learn to focus. Maybe it's his advisors that need to learn to focus. They probably give him options and he cobbles together what he can remember from each.
