It's a possibility but not likely. Usually it's the A wave that is shorter than the C wave. The C wave is comparable to a wave 3 in a 5 wave sequence and thus is more likely to take on similar characteristics. That means like wave 3 not being shorter than wave 1, wave C is not likely to be shorter than wave A.

Correctives of course have their own nature and that's not to say that the C wave won't be shorter but the odds are very much against it.
