Except with fractional reserve banking money is created and destroyed... and money supply can expand and contract.

Precisely. There are opportunity costs to malinvestment, however. i.e. The dark fiber may all get put to productive use eventually, but there's a dead-weight cost to having built-out the network only to have it sit underutilized for some period. You could have put the calls-on-resources into R&D, or housing, or etc, etc....

Timing is everything.
