Precisely. There are opportunity costs to malinvestment, however. i.e. The dark fiber may all get put to productive use eventually, but there's a dead-weight cost to having built-out the network only to have it sit underutilized for some period. You could have put the calls-on-resources into R&D, or housing, or etc, etc.... Timing is everything.
