did anyone mention consulting the US Congress on this?

"consulting" with Congress is like "consulting" with the allies. If you ask politely, you won't get anything. If you tell them what you've decided, and they know you mean it, they'll fall into line.

Congress hasnt been a warfare consulting body for 40 yrs
the reasons are many unfortunately
only a handful can pass security clearance, and keep it
a den of self-serving quasi-criminals, imho

the pattern has been clear in recent years
consult with select Senators and Congressmen
(ones who agree with you)
they simply cannot keep a secret
in Afghan campaign, some even put our troops at risk
I despise Congress
they are largely attack dogs watchdogging the president,
who eat our lunch, and serve mostly themselves
still awaiting evidence to the contrary
