Does anyone have a different broker that allows Level 3 in a IRA account?

You might check with CyberTrader, which is now a division of Schwab. They are considering rather broad changes in their IRA option rules but I'm not certain whether they've announced them yet.

I know who has a Brown IRA. Here is the answer: "Yes, they
do. You must sign a form stating that you will not commit
more than 25% of your total assets to naked options.---- "
