Nonsense. As of 1995 Iraq was allowed to import whatever parts and equipment were needed to repair and operate its oil pipeline system so that the oil could be exported.

Another UNICEF report stated bluntly that there has been no sign of any improvement in the living conditions of the Iraqi people since Resolution 986 was passed.


If true, it is not because money is not available. It is because Saddam uses his own people as hostages.
