What is confusing folks is the little "but I voted against it!" subterfuge Gramm and everyone uses, like the recent campaign finance fiasco. What you do is, as reported by Wash Post, put up a non-tenable amendment that no one wants, vote against it so that you can say later that you did. (Or alternatively vote FOR a bill that has no chance so you can say you voted in favor. You get it both ways.)

Then, you make sure the features you are being paid for get in bills that do pass.

I knew it happened. I was just surprised it was so openly reported. Not surprised people believe it, tho', when convenient.
