Since this has been brought up, I'll brush up on the past details.

I do know the Uzbek government acted like they didn't care if they worked out a deal with anyone. They were hard to work with and didn't want any foreigners from any other country relocating but they were being courted by just about every country who could get access. Sort of isolationist in their views.
