They probably knew very close to the day they were first asked but there is absolutly no advantage to them announcing early. It not like, "And the GREAAAT state of Walter, proudly casts it 6 electoral vote for the next merger of the United...." They are not trying to sway anyone and they want ALL the information they can possibly get and still allow time for their customers to reasonably act and react. That is where, I assume, the 17 working days comes from. Or at least it seems so.
