excellent, now we have pro forma CPI, otherwise known as "CPI excluding items where the cost increased" (as it will be presumed that if the price went up then consumers switched away from that item).

i guess that's how you fix the budget deficits. "chain" seniors COLAs to zero. when is the friggin' AARP gonna figure out that they are getting ripped off?
