We cannot continually start over.......

No we can't. Last spring a fellow came to my door and wanted to mow my yard. He did a good job and started doing it on a regular basis. At the beginning of the summer I sprained my ankle badly and I started paying him for some other projects I had ongoing at home. He's a good-natured guy and we get along fine. He walks everywhere because he lost his driver's license almost 10 years ago after a DWI. To have his license reinstated the state required a course related to his offence. I paid several fees associated with the course, took him to class and made sure everything was mailed to the state when he finished. He is now waiting on a conformation letter from the state. Several weeks ago he bought a car. He then drove this beater over to my house with no license, no insurance, no registration, and no inspection. I was not impressed and let him know it. He's promised not to drive the car again until everything is in order. I hope he keeps that promise. My point is this. People only get so many chances in life and if you don't make the best of them then there is only one person to blame.
