Many people have no idea how much this will benefit EDS.
When a large prospect is considering outsourcing IT, the biggest obstacle is usually an audit related consulting group shooting down the deal in order to protect their lucrative billings. These parasites keep many customers from realizing the economic benefits of outsourcing. EDS is forced to cut a deal with these maggots if the economics will support it, but the customer loses by paying the final bill. This will only happen if the SEC disallows it by rule or congress does likewise; otherwise, this infection is too mature to get it eliminated by market forces. The previous SEC chairman tried to implement such a rule but was overruled by Congress. If the current chairman does not implement a rule soon, then the opportunity will likely be lost. Hopefully, the house democrats will see some republican blood on this issue and go for the throat and pass some legislation.
