Where is the IP data backbone separated from the circuit switched voice in each configuration

In 1x, packet data going through a router called PDSN,

In GPRS, it goes through the GGSN via SGSN.

In GSM1x you can choose both I guess.

When will they go VOIP and eliminate the circuit switched portion of the network?

That really depends on how well VoIP can perform, I think it still can't compare with the CS as far as quality concerns. We will see.
