John, the only thing disruptive is that it might cause interference on wavebands already approved by the FCC. Maybe that's why the FCC was at least smart enough to figure out that they can't destroy spectrum whose use has already been authorized.

That Bearon's article is sure making the rounds on the discussion threads. I even saw it posted on the Foreign Affairs thread a moment ago ! To the extent that it sounds like a short term contrarian sentiment indicator.
