Palestinian Youths Used as Human Shields in Nablus

The following information was received this evening by Al-Haq from its
Nablus fieldworker.

Early this morning Israeli forces took over two apartment buildings on the
outskirts of Nablus. The buildings are the tallest buildings in the area
and overlook the Balata Refugee camp. Both buildings have been turned into
military command centers, and there was an exchange of fire between the
buildings and Balata Refugee camp throughout the day.

One of the buildings, the Al-Hindia building, is home to 130 people.
According to the information received by Al-Haq, earlier this evening all of
the residents of this building were forced out of their apartments and were
placed together in two rooms. The Israeli soldiers occupying the building
then selected 10 to 15 young men from among the buildings residents and took
them out from among the other residents. The young men were forced to put
on Israeli military helmets and have now been placed in front of windows
around the building. In light of the exchanges of fire between the camp and
the building today, Al-Haq is concerned that these young men's lives are in
danger. Their use as human shields and the placement of Israeli military
helmets on their heads, which increases the likelihood of their being shot,
is a grave abuse of power. This action is morally unconscionable and is a
direct violation of Article 28 of the Fourth Geneva Convention, which was
specifically drafted to halt the use of human shields and which states, "The
presence of a protected person may not be used to render certain points or
areas immune from military operations."
