The Bush administration has yet to take a view on ILSA and no decision is expected before Iran's presidential election on June 8. US commentators say there is wide support in Congress for renewing the act, possibly for two years, but Mr Bush could probably prevent it.

An energy task force chaired by Dick Cheney, the vice-president and former head of Halliburton, has recommended a review of all US sanctions, suggesting their impact on US energy supplies should be considered.

Even if Mr Bush does decide on a change of policy towards Iran, two recent developments could yet derail smooth progress.

The New Yorker magazine reported on May 14 that Louis Freeh, director of the FBI, had given the administration a list of people, he says should be indicted in the 1996 Khobar Towers bombing in Saudi Arabia that killed 19 US servicemen. Iran has denied any involvement.

Last Thursday, Tehran's Revolutionary Court accused the CIA, acting through Radio Liberty and Radio Free Europe, of funding Iranian nationalists plotting against the Islamic regime.
