"He knows where they are. He knows what they're doing, and there is simply no longer any excuse possible for his failure to act to stop terrorism." In a speech to the Conference of Presidents of Major American Jewish Organizations, the New York Democrat and former first lady blamed Arafat for the collapse of peace efforts her husband, Bill Clinton, spearheaded when he was president. "The responsibility for the violence since the collapse of the Camp David discussions rests squarely on (Arafat's) shoulders," she said. "(Arafat) has failed as a leader and his inability or unwillingness to rein in forces of violence and terrorism demonstrates he is not ready or willing to be a leader," Clinton added. "It is imperative that Yasser Arafat recognize that his willingness not only to tolerate but to use violence cannot succeed." There was no immediate Palestinian reaction to Clinton's remarks at the start of a visit to promote tourism to Israel during what she called "this moment of peril." Clinton, who has a large Jewish constituency, angered many Jews during a pre-election visit to Israel and the Palestinian territories in 1999 when she listened politely as Arafat's wife accused Israel of using poison gas against Palestinians. Clinton later called Mrs Arafat's remarks inflammatory rhetoric and baseless. United States Senator Hillary Clinton arrived Saturday night for a solidarity visit to Israel. Clinton has said over the past few days, in interviews to the media, that she identified completely with Israel's policy towards the Palestinian Authority. Clinton has been to Israel seven times in the past. Her current visit, which will last 36 hours, is her first as a New York Senator.
