JERUSALEM, Feb. 23 (UPI) -- Sen. Hillary Rodham Clinton said Saturday in Israel that Palestinian leader Yasser Arafat's "inability or unwillingness to reign in the forces of violence and the terrorism demonstrates he is not ready or willing to be a leader."

"He has failed as a leader," Clinton, a New York Democrat, said in a speech to American-Jewish leaders meeting in Jerusalem.

"Yasser Arafat knows who the terrorists are," Clinton said. "He knows where they are. He knows what they're doing, and there is simply no longer any excuse possible for his failure to act to stop terrorism."

The Israeli Foreign Ministry has described her trip as a "solidarity visit."

Sen. Clinton will meet with Israeli leaders, including Prime Minister Ariel Sharon.

U.S. Senator Hillary Clinton said during a solidarity visit to Israel on Saturday that Palestinian Authority Chairman Yasser Arafat was a failed leader unable or unwilling to stop terrorism against Israelis.

In a speech to the Conference of Presidents of Major American Jewish Organizations, the New York Democrat and former first lady blamed Arafat for the collapse of peace efforts her husband, Bill Clinton, spearheaded when he was president.

"The responsibility for the violence since the collapse of the Camp David discussions rests squarely on (Arafat's) shoulders," she said.

"(Arafat) has failed as a leader and his inability or unwillingness to rein in forces of violence and terrorism demonstrates he is not ready or willing to be a leader," Clinton added.

"It is imperative that Yasser Arafat recognize that his willingness not only to tolerate but to use violence cannot succeed."

There was no immediate Palestinian reaction to Clinton's remarks at the start of a visit to promote tourism to Israel during what she called "this moment of peril."

Clinton, who has a large Jewish constituency, angered many Jews during a pre-election visit to Israel and the Palestinian territories in 1999 when she listened politely as Arafat's wife accused Israel of using poison gas against Palestinians. Clinton later called Mrs Arafat's remarks inflammatory rhetoric and baseless.

United States Senator Hillary Clinton arrived Saturday night for a solidarity visit to Israel. Clinton has said over the past few days, in interviews to the media, that she identified completely with Israel's policy towards the Palestinian Authority.

Clinton has been to Israel seven times in the past. Her current visit, which will last 36 hours, is her first as a New York Senator. She is to meet with Prime Minister Ariel Sharon as well as with other politicians, in addition to families that have had relatives injured in terror attacks.

We'll go over this again:

1) We get 10% from Saudi Arabia, the worst offender and greatest contributor of $$ to terrorism. Make that 15% to include the other despotic producers

2) Consumers can decide to reduce consumption to avoid terrorism funding, just like California reduced energy consumption 17% in December, without reducing productivity.

However, even without conservation...

3) Giving Consumers the choice of gasoline from non-ME gasoline is a powerful act, regardless of the percentage, if it is 5% or 85% of consumers that agree.
The point is that it will cause great action on the part of both the producing countries, and empowered consumers. Even if foreign countries don't follow.

4) There will be a large amount of publicity, which will educate people globally on the connections involved.

"Partisan hack". That's amusing. Let me try to straighten that out:

Got it? Nobody in the current power structure will like this, until they've realigned and figured out which lobbyist to accept cash and opinions from. It should be hell o' fun to watch.

You've never heard this idea anywhere else.
If it were a "party hack" idea, you would.
If you do, it will come from someone who takes if from here, not some party source. And, it won't be sponsored by oil money, so it will be a non-political source, likely.
