1) Arms for hostages. I know Casey wanted Buckley back, badly. We don't know which, if any, of the other hostages were engaged in covert operations, but the loss of Buckley was a serious blow to the CIA.

2) Covert support for Iran in the Iran-Iraq war.

3) Effort to re-establish a relationship with secular moderates in Iran, something we keep trying to do.

I am not aware of any allegation that any of this was illegal. Was it?

If Congress wants no covert operations, then why do they give the Executive a slush fund that doesn't appear on the official books?
