I wonder... My OED says that "than" is a conjunction .."introducing second member of comparison". Does it really "modify" as you suggest, or are "more" and "5 percent" to be considered equals in the sentence ?

Also, I question whether "more" as a noun takes a plural verb.

"ten men are sufficient, but more is better" sounds ok to me.

as does, "ten men are sufficient, but more than ten men is better"
