Motorola can also manufacture for other Qualcomm subscriber equipment licensees, and Lucent (possibly Agere) can as well. From the 9/01 10K:

We have entered into arrangements with LSI Logic, Philips, Motorola,
Lucent, Texas Instruments and PrairieComm permitting those companies to
manufacture and sell to QUALCOMM's subscriber unit licensees certain CDMA
application-specific integrated circuits utilizing certain of QUALCOMM's
patents.


I suspect that there will be more manufacturers added as time rolls on since unlike cdmaOne/cdma2000 Qualcomm has no control of either DS or TDD architecture which will tend to open things up.

So sayeth the 10K:

In every case, the right of the subscriber unit licensees to use such integrated circuits is subject to the payment of royalties to us on the products into which the integrated circuits are incorporated.

All that said, if there is one thing I understand about Qualcomm royalties, there is a lot that I don't understand. <g>

I see one sampling solution (MSM52000) and also some long promised potential solutions (including one that recently slipped out a quarter) and all but that one due to sample in 2003.

I'm most interested in seeing when production of the MSM5200 commences.
