The way to end the Palestinian guerrilla war against Israel is to demonstrate forcefully that such a war cannot be won. Only when that sinks in can Arab and Jewish states prosper side by side. You can always depend on Safire to misframe things. The only thing which interests him is "the Palestinian guerrilla war against Israel". That lightly slight of hand, and Safire knows exactly what he is doing, drops the settlement issue out of the picture. And, of course, "the settlement issue" is a surrogate for a long list of grievances. When Safire is good he can be very good but when he puts on his Israeli cloak, watch out. John
