The Saudi regime is not being fingered. China may be internally repressive, but it has relative modest external ambitions, and has shown prudence in pursuing them. Cuba is impotent to create much trouble, now that it is not being sponsored by the Soviet Union. Iraq, Iran, and North Korea are actively pursuing weapons of mass destruction, have large ambitions, and have unstable regimes........
