What's over? Is there a rule or standard I am missing here? Am I suppose to make a call to my broker and let him know?

Help me out here. The 10Q said nothing about that?????

BTW, does that "rule" apply to all stocks?? Because I do know GTW dropped to $$4.22 or so a while back but I see it's up over $5 again.

What if that happens? What does one do then??? Man, all these rules and facts...I just didn't know...

I disagree. Just because LU, or any other stock for that matter, should ever break through a certain price level does NOT mean "it's over". That is silly and completely unsupportable.
