I don't know, I guess when you said that we will arrest him when we are ready, seemed a little glib, and out of context.

I still think that the claim that we are dragging our feet because we don't want to talk about our biological weapons, is weak.

The arrest of the perpetrator of these heinous acts, should be the focus of the investigation. Not covering tracks, as you put it.
