Which bill is that "Campaign Finance Reform". If so, he is lobbying for a bill that promotes equality and free speech versus politicians being bought and owned by the right wing and others and money being the determinant in who gets elected. Sorry, if it is limiting "free speech" by stopping elections from being bought let's limit free speech it is the worse of two evils. BTW, it is not limiting free speech it is putting up rules to abide by when electing officials so that they are fair elections.
