Seems rather short sighted to me. It reminds me of the bill in congress a century ago that would close the US patent office since every invention had already been discovered.

On the one hand I don't really believe in human biological evolution. It appears that we had as good or better specimens in history as we have today. Technically we seem to be moving rather rapidly to be a more fit group. There is all kinds of bio-enhancement research that could lead to changes in our future. Will we be some sort of droid race with micro-bio, computer aided health enhancements? Will we learn to manage the gene pool and avoid congenital disease? Will we learn to generate or re-generate human biology as a medical technique; cloning an iris, or a major organ seems do-able. If we can make a sheep we ought to be able to do this. It seems by current research that there are paths toward all these things and short of slamming into the end of time we should see some results.

At least you can't complain that it's a topic we've chewed over endlessly already!

Looks like warmed-over eugenics to me.
