The first step, however, on the GSM1x highway, and the one that Dr. Jacobs may have been referring to, is bringing the 3GPP2 GSM1x specifications up to current rev reflecting the manifold changes that have been made in 3GPP GSM/EDGE Release 'R99/R4' and in 3GPP2 Release A. Assuming there are vendors wishing to commercialize GSM1x (and most likely that will be carrier driven - by a large carrier like Unicom) that initial step is absolutely mandatory. Although the framework is there, IS-833 & IS-834 are very immature specifications, and for all practical purposes they really haven't been touched for some time. Focus has been elsewhere. That step would ideally once again require close cooperation between 3GPP & 3GPP2 and both have pretty full plates at the moment with very heavy focus right now on "completing" the HSDPA extension of WCDMA in 3GPP 'R5' and 1xEV-DV in 3GPP2 Release C.
