No, not an end justifying means.

Rather, that deeds have consequences and sometimes what appears to be kindness in the short term isn't in the long term.

I probably didn't make that clear enough, because any parent who has raised kids understands perfectly well. Forcing the kid to do his homework instead of letting him hang with his friends may seem unkind today, but in fact it is long term unkind NOT to force him to do his homework even when he doesn't want to.

I think the going term is "tough love." Do the same principles apply to society as a whole? That's my question.
