I guess all 5,000 of them ran out into the streets the day GWB became President.
Interesting guess. I maintain they were not publicly visible, especially panhandling lines of cars. I don't know how many homeless were living quietly. The local fast food industry during the Clinton years seemed to be staffed by people who had never worked with the public before. Now we have efficient, articulate, and courteous people asking if we want fries.

they are always there, they have always been there. They were there 25 years ago. Many are just like street corner venders. They would not leave that corner to go work if you asked them to, they only want the cash.
