I don't know how Austin gets into the picture.
Only that I don't know the statistics in depth off the top of my head and I don't trust my local experience to be generic of the time.

Reagan didn't create poverty, and Clinton didn't eliminate it.
Jumping to conclusions should be an olympic sport. I maintained that panhandlers are now prevalent at intersections where there were not during the Clinton administration. I said so because another poster was being accused of making up that statement. That certainly says something about poverty or unemployment but I don't know exactly what. This is an observation and I have tried to make it clear that I don't know if it is universal or just a picture of Austin. What about Maryland panhandlers? More than a year ago?
