Any facts, links , etc to back up how many hours he worked?? I doubt you have any. He usually goes in early and stays late when he is in Washington. If my employees have to put in a few long weeks for a project they get extra time off, i.e. If a particular project required them to put in 2 60 hour weeks, then once it was finished they could take a week of "comp" time off.
