I remember the history, I just don't see things exactly as you do. For instance, I think the PUC briefly raised consumer electrical rates in the summer of 2000, and the Legislature rolled back the rate increase - because of the election? The FERC did mitigate prices, its just that mitigation points were set too high, and didn't trigger till too late.

In Feb/March of 2000, I saw a speech by Sec Richardson (about the Energy Crisis), and I don't remember any talk about bought off regulators.

Why would a bunch of regulators (appointed by Democrats and members of the Democratic Party, themselves), kow tow to "the Texas brothers" when they could have pointed to CA and tell the rest of the Country: "You're next, if Bush gets elected".
