Is this stress on those who have actually sold WMD, or on those who might at some point do so? Not "have sold." Might sell. The "might sells" include those who don't yet have anything to sell but are trying to develop something that they subsequently might sell. So, we're really not very far from WPWDL, maybe just a notch. That's a big notch though. After all, we don't like Sierra Leone, either, but they don't even have a gleam in the eye, let alone weapons of mass destruction to sell. So I guess they're safe from Axis category. They may be in "harbor terrorists with worldwide reach," though, so they shouldn't be too complacent. Karen
